Westchester Police Unveils New Aircraft

International Association of Chiefs of PoliceThe International Association of Chiefs of Police presented its “Excellence in Police Awards” last month during their annual conference in Boston, MA. These awards recognize an individual who holds a leadership position in law enforcement aviation and/or an aviation unit that exemplifies excellence in airborne law enforcement.  [details]


Sikorsky Tests Automated Flight Controls

S-92 helicopterSikorsky Aircraft is finishing developmental flight tests of its S-92 helicopter with a search and rescue automatic flight control system (AFCS) that is able to lock in and fly point-in-space approaches, hands-off, and hover for rescues. The system is the first to fly automated approaches to a set position "hooked" by a search radar, flight management system waypoint, thermal imager or digital map.  [details]


China Conducts Police Helicopter Drill

China As a white taxi, commandeered by a "criminal suspect", roars down a side street, two police helicopters take to the sky. Soon one helicopter opens fire on the criminal. The taxi stops and the helicopters land. Policemen run out of the helicopters, surround the taxi and catch the criminal. It was the country's first comprehensive police helicopter drill, which was held in Zhengzhou, capital of central China's Henan Province.  [details]

Westchester Police Unveils New Aircraft

Westchester County's (NY) Sheriff’s OfficeThe Westchester County's (NY) Sheriff’s Office aviation fleet doubled last month with the unveiling of a new Bell 407 helicopter, which will be called Air 2. It will be used alongside an OH-6A that has served as the only law enforcement aircraft in Westchester County since 1995.

"This aircraft will provide every citizen in our community with greater safety and security," said Thomas Belfiore, the county's public safety commissioner. "It has the versatility to perform nearly every mission large or small, from searching for a lost child in the woods to finding a fleeing suspect in the cover of darkness, to securing our critical infrastructure from terrorist threats."

The county unanimously approved the borrowing of $2.5 million toward the purchase of the helicopter in May 2005. The money was augmented with a $2 million federal grant.

Chilean Police Order Four Helicopters

A109 Power helicopterAgustaWestland has been awarded a contract by the Carabineros de Chile to supply four A109 Power helicopters to perform a wide range of applications including law enforcement, search and rescue and transport duties. The Carabineros de Chile has the primary responsibility of public order and safety, crime control, counter terrorism, drug control and border security. The first helicopter will be delivered in early 2007.

This sale represents the first major contract for the A109 Power in Chile. AgustaWestland will soon be establishing an authorized service center in Chile to support these and other AgustaWestland commercial helicopters operating in Chile and neighboring countries.

IACP Recognizes Aviation Programs

International Association of Chiefs of PoliceThe International Association of Chiefs of Police presented its “Excellence in Police Awards” last month during their annual conference in Boston, MA. These awards recognize an individual who holds a leadership position in law enforcement aviation and/or an aviation unit that exemplifies excellence in airborne law enforcement.

The Executive Award was presented to Colonel Julie Jones, Director of the Florida Fish and Wildlife Conservation Commission (FWC), Division of Law Enforcement. The Unit Award was presented to the South Carolina Law Enforcement Division (SLED) Aviation Division. Major Mark Keel and Chief Pilot Lieutenant Bob Brickley accepted.

Austin Pilot Loses Battle With Cancer

Sergeant/Pilot William “Bill” HornSergeant/Pilot William "Bill" Horn, 47, of the Austin (TX) Police Department Air Enforcement Unit passed away last month after a battle with throat cancer (non-smoker). After he attended this year’s ALEA Annual Conference in New Orleans, Horn underwent surgery for a lump found on the side of his neck. He had one week of treatment left before he was to return to work. Horn is survived by his father, sister and 2 1/2-year-old twins. His friends and ALEA family will truly miss him.

Turbomeca To Double Staff

Turbomeca USATurbomeca USA inaugurated their newly expanded facilities in Grand Prairie, Texas last month. This expansion of 67,000 additional square feet encompasses office space, a shipping and receiving area, warehouse, new production and a Turbo Support Center. Thanks to this new site, Turbomeca USA will double its staff, as well as assembly and test capacity, achieving 500 engines a year by the end of 2007. In addition to Turbomeca USA’s expansion, Turbomeca Canada expanded their facility in Mirabel, Quebec by 2,200 square feet to further respond to the growing demand and make way for additional offerings. By the end of this year, Turbomeca Canada will have completed approximately 220 engines and by 2008/2009, they project to complete over 300 engines per year.

Sikorsky Tests Automated Flight Controls

S-92 helicopterSikorsky Aircraft is finishing developmental flight tests of its S-92 helicopter with a search and rescue automatic flight control system (AFCS) that is able to lock in and fly point-in-space approaches, hands-off, and hover for rescues. The system is the first to fly automated approaches to a set position "hooked" by a search radar, flight management system waypoint, thermal imager or digital map. "This system does a fully coupled approach, hover and departure. A nighttime, IFR rescue in icing conditions is now possible, military or civilian, with this system and aircraft family," said S-92 project pilot Ron Doeppner.

SAR rotorcraft such as the Sikorsky S-76 helicopter have long been equipped with coupled flight control systems that can fly stored approach profiles to a hover near a visual target. The S-92's AFCS adds more precision and functionality over previous systems. "We've now demonstrated a three-dimensional precision approach system compatible with multiple aircraft sensors," Doeppner said. "The pilot can enter GPS coordinates through the S-92 flight management system or 'hook' a target with the cursor on the radar, FLIR or map display."

The new SAR mode in the S-92 dual digital automatic flight control system is on course to receive European Aviation Safety Agency certification by the end of this year. In the U.S., Federal Aviation Administration certification is expected in 2007.

Teen Arrested For Shooting at Police Helicopter

After a high school football game last month, a Las Vegas teenager was arrested because shots were fired toward a police helicopter overhead. The 18-year-old was charged with illegal discharge of a firearm.

Jim DiGiovanna Joins AerCorp

Jim DiGiovannaDuring the 113th Annual IACP Conference, Jim Di Giovanna officially joined AerCorp as Director of Technical Consulting. Jim will be overseeing all of AerCorp’s professional services and technical consulting programs. "I am delighted to be joining the AerCorp team of law enforcement aviation professionals,” said Di Giovanna. “I look forward to offering my services to agencies who are either looking to start a new aviation unit or may be hoping to expand or enhance their existing program."

China Conducts Police Helicopter Drill

The taxi stops and the helicopters land. Policemen run out of the helicopters, surround the taxi and catch the criminal. It was the country's first comprehensive police helicopter drill, which was held in Zhengzhou, capital of central China's Henan Province.

Five police helicopter fleets, including eight helicopters from Guangdong Provincial Police department, along with the police bureaus of Nanjing, Zhengzhou, Shenzhen and Sanmenxia, attended the drill. The five police helicopter fleets practiced shooting, chasing down fugitives and providing medical aid in the air. China currently has seven police helicopter fleets, three police airports and 20 police helicopters.

Council Approved $2.8 million For Helicopter

Ontario Police HelicopterLast month, the Ontario (CA) City Council approved spending $2.8 million for a new police helicopter from American Eurocopter. The aircraft is believed to be better than the one it will replace, offering better maneuverability, greater lift ability and a higher maximum speed, according to the police department. Additionally, the city will spend $235,000 for a new forward-looking infrared device.

FAA Fines Sheriff’s Office For Flights

Federal Aviation AdministrationThe Federal Aviation Administration fined the Chelan County Sheriff's Office $5,000 last month for helicopter flights they had conducted over dams and power lines. The federal agency says the flights violated regulations because the sheriff's aircraft lacks commercial certification and there was no significant, imminent threat. Sheriff Mike Harum said the hydroelectric infrastructure could be a terrorist target and that the Chelan Public Utility District paid for the 48 flights from 2005 that are in question.

Nigerian Police Accept Donated Aircraft

Nigeria Police ForceThe Nigeria Police Force took delivery of two helicopters that were donated from the Ukrainian government. A police spokesman said that the two helicopters would go a long way in assisting the force in rapid response to crime and rescue operations in the country.

Livingston Sheriff’s Office Receive Aircraft

After seven years of waiting, the Livingston Parish (LA) Sheriff’s Office received two OH-58 military surplus helicopters last month. The aircraft will be used for rescue operations, fugitive searches, special operations and helping in drug-enforcement operations. One of the helicopters will remain military green and be used as a backup, while the other will be repainted and used for most operations. The Sheriff’s Office and Denham Springs Police Department are signing an intergovernmental agreement in which the police department will supply one of its detectives, who is a licensed pilot, to fly the main helicopter.

The nomination period for ALEA elected offices to serve the term July 2007 thru July 2009 will be open from November 1, 2006 to December 15, 2006. The following offices are now open for nomination:

  • President

  • Chief Financial Officer

  • Central Region Director

  • Canadian Region Director

  • Southeast Region Director

Members residing in that region shall elect region directors, and the director must reside in the region in which he is elected to represent. Nominations must be submitted by mail, facsimile or e-mail and must be addressed to the ALEA Secretary. Please insure nominations indicate the following:

  • Name of nominee

  • Position person is being nominated for

  • Person making the nomination

Nominations must be received or postmarked on or before December 15th, 2006. Confirmation of the nominations will be provided. The ballots will be distributed by mail on or about May 1, 2007. The ballots will be counted during the 37th Annual Conference & Exposition in Orlando, FL and the results announced at the General Membership Meeting to be held on July 12, 2007.
